Preventing Cruelty to animals.

The National Council of SPCAs (NSPCA), founded in 1956 as the Federation of SPCAs, is the umbrella body for 97 Societies situated throughout the Republic of South Africa. All of these Societies are autonomous but are governed by The Societies for the Prevention of Cruelty to Animals Act 169 of 1993.
The NSPCA was renamed in 1993 when, at the request of the member SPCAs, the body had its own self-governing Act of Parliament passed and signed into existence. It is possible that the SPCA movement in South Africa, may be the only animal welfare organisation worldwide with its own self-governing Act.
A crucial aspect of the Act is that it establishes the SPCA’s locus standi to act on behalf of animals. This means that an SPCA’s authority to enforce animal protection legislation can no longer be challenged in court.

- Community outreach - Sterilising and treating thousands of animals in poor, outlying rural areas and developing good relationships with communities of people who are normally forgotten
- Education - Development of new pamphlets, authorisation from the National Department of Education to develop an animal awareness and care programme to be incorporated into the Life Orientation curriculum for schools nationally
- Farm animals - Focusing on Agricultural Colleges to ensure that they have optimum animal welfare standards and husbandry, focusing on prisons that farm livestock to feed the inmates and ensuring that the basics of animal welfare standards are in place by running training courses within the prisons, as well as dealing with the relatively recent problem of 'emerging farmers'
- Public relations - Production of the high quality NSPCA Magazine and the positive support and response of the public and media to the high volume of press releases issued by the NSPCA
- Society liaison - Having been able to increase the number of dedicated officers which means that the unit is able to focus on long-term sustainable solutions to assist SPCAs more extensively over longer periods, participating in the provision of training courses for Basic and Senior Inspector grades, and focusing on increasing the quality and number of Committee training courses
- Special projects - Assisted with developing the following code: 'South African National Standard: The Welfare of wild animals transported by sea (SANS 10391:2004)'
- Have been a prime motivator for increasing standards on ethical committees and stricter protocols, and this has led to a substantial reduction in the number of animal experiments that are allowed.
- Participated and contributed to the new MRC Guidelines for Animal Research
- Played a leading role in integrating animal welfare standards with the new HWSETA (Health & Welfare Sector Education & Training Authority) Research Ethics Council
- Wildlife - Assisted with developing the following codes: 'South African National Standard: Holding pens for the temporary housing of animals (SANS 1884-1 2004)' - this document was published last year
- The Wildlife Unit has a seat on the ethics committee of the South African National Parks Board - currently this committee is dealing with the management of elephants
- Wildlife motivated and has had accepted an agreement to draft a code on the holding and translocation of large predators
- In addition, there are numerous other achievements, particularly with regard to wildlife investigations.

National
The NSPCA also operates in areas where there is no existing SPCA, or where support is required, or has been specifically requested, or in response to disasters (i.e. emergencies, floods, fires).
